If you’re talking about S.B. 143, it was passed on February 15th, and becomes effective on January 2, 2020. See Section 10: https://www.scribd.com/document/3997...143#from_embedAnchors Aweigh

"Since 1968 in every state, Federal law prohibits transfers of modern firearms by private parties to anyone who is not a resident of their own state, except for transfers to a Federal Firearms Licensee (FFL), and there are very few exceptions to this prohibition."

10-22-1968.
Federal laws prohibits the transfer of firearms between residents of different States without the use of a FFL.
01-02-2020.
Nevada laws prohibits the transfer of firearms between NV residents without the use of a NV FFL dealer.
Which means...
If you are a CA resident, it's been a illegal (Federal felony) for the last 50 years to sell a firearm to a NV resident without using a NV FFL dealer to facilitate the transfer.Last edited by Quiet; 03-05-2019, 8:08 PM.sigpic

I few years back, under pressure of the CA DOJ and threats of a lawsuit because of evidence our good friend Dr. Wintemute at the UC. Davis Violence Prevention Research Program who has for years been sending interns undercover to gun shows in Reno to record CA residents buying guns illegally (not having the gun sent to a CA FFL for a transfer) or buying things illegal to own in CA the Crossroads of the West Gun show and the Big Reno Gun show promoters agreed to have all gun sales at the gun shows require a background check. I also believe they prohibited a person just bringing a gun in and walking around with a for sale sign on it. A person had to actually rent out a booth, but my memory is fuzzy on that.
Understand that the DOJ as well as other agencies also send undercover people to those gun shows and some have been granted Federal Law Enforcement powers also. So they are allowed to make arrests in NV of CA residents that are crossing state lines for illegal activities.
That is the only information I have and part of the reason I stopped going to gun shows in Reno. Also, when I took my son, he would pull out his cell phone and show me that most everything could be purchased much cheaper someplace else. So I now shop for my C&R guns elsewhere. At the Reno gun shows I have run into too many vendors who will not accept my FFL03 because I am a CA resident. I do most of my collecting trips in OR now because I do not run into that problem.
I am unaware about a law that prohibits selling handguns. Unfortunately too many Californians have moved to Nevada and brought their politics with them.Anyone can look around and see the damage to the state and country inflicted by bad politicians.
A vote is clearly much more dangerous than a gun.
Why advocate restrictions on one right (voting) without comparable restrictions on another (self defense) (or, why not say 'Be a U.S. citizen' as the requirement for CCW)?

It has been illegal for over 50 years for a resident of one state to transfer any firearm to a resident of another state without using a FFL or the recipient being a FFL or the person giving up a gun being dead. 18 USC 922(a)(5)
Serious.
And you have asked an incomplete question. Perhaps you should clarify what scenario you are asking about. Are both residents Nevada residents, or is one if them not? Are these modern, C&R, or antique firearms? Is a FFL involved in the transfer?Last edited by SkyHawk; 03-05-2019, 8:30 PM.Comment

This goes way beyond FUD to complete and total BS. If it is not a crime in NV AZ or OR it is not illegal. Ca laws do not extend beyond the border of the state. No federal LE authority would make such an arrest legal, or give Ca courts jurisdiction over a Ca crime that happens in another state.
Understand that the DOJ as well as other agencies also send undercover people to those gun shows and some have been granted Federal Law Enforcement powers also. So they are allowed to make arrests in NV of CA residents that are crossing state lines for illegal activities.Comment
