How do I ship a firearm for PPT?

Never done this before. How do I ship an AR lower to someone? I want to make sure I follow the law. Does he give me his FFL info and I ship it directly
From my home, or do I go to an FFL and have them ship it to his?

What is a standard and safe way to do the money transaction in this situation? Buyer pays first? Through FFL, PayPal?

My mistake. So my best bet is to take the lower to an FFL locally, and have them ship direct to his FFL.

Does the FFL handle our sale as far as money, or is that between us to take care of payment?

Has to be a rifle lower if you ship, can’t be pistol lower in CA unless buyer is roster exempt.

If it is not a handgun, then ask the receiving FFL how they want you to ship and what documentation they want. It could be as easy as $8 at the post office, or as hard as paying your local FFL to process the DOJ ship approval and whatever else they want for handling and shipping. If the receiving FFL will not accept a transfer from a non-licensee, then you are stuck dealing with a local FFL to ship for you. If you do ship yourself, make **sure** you are shipping to a valid/current FFL and verify the ship address with ATF EzCheck.

Not sure if this is a gold plated lower or what, but by the time shipping and transfer and DROS fees are factored in, it had better be gold plated. Because most people can get good, brand new rifle lowers around $50-$75 all day every day at the store with no extra ship or transfer fees.

So if the lower is nothing special, ask yourself why someone would go to this trouble, the answer is usually they are scamming you with the payment or fake FFL.

The FFL should only be used for processing necessary paperwork. Any more involvement by him/her is going to cost. You should work out the money details between yourselves.

              Yikes.

AR pistol lower, so not on roster. So it can’t be shipped at all?

You could ship it to an FFL out of state. But in CA, no. You can only sell it PPT to another person, where you both have to be in the gun store together to get around the roster.

Damn. Well that makes it easier, but harder to find a buyer. Thanks

I’m also predicting the chances of you finding a FFL willing to process the PPT of a self built AR pistol lower are nearly zero. So before someone drives 4 hours for this, I’d be extra sure the FFL is on board and not just show up somewhere and say ‘surprise’.

Let us know how it works out though.

IANAL, but I'm pretty sure there's some FUD in the previous information. If it's a pistol lower you can ship it one of two ways. You can ship it yourself UPS or FedEx overnight directly to the FFL, or you can take it to your FFL and pay them to ship it USPS. Only an FFL can send a pistol through the mail.
Roster shouldn't enter into this. PPT doesn't mean face to face, it means that it's a private party transfer, and thus is roster exempt. Get payment in advance. Either postal money order or PayPal. Get a copy of the recieving FFL's license and verify it. Take the license and lower to your FFL, fill out your paperwork and have them ship it.

I could be wrong, but I'm pretty sure that PPT is exempt from roster regardless of wether or not it's face to face.

Incorrect. A PPT is a transfer between two CA residents who both must appear in person at the same FFL, and the same FFL must make final delivery to the buyer after the ten day wait (if applicable).

There can be no shipping in a PPT. Period.

There are other types of private transfers that can be shipped, but those are not considered a “CA PPT” and those are NOT roster exempt transactions.

If your local FFL is a friendly store just go and ask him what he feels the rules are.
Take me on and you take on the whole trailer park!
