An 03FFL and a COE makes you an exempt person.
You need an ammo sellers license to sell to non-exempt people.

From my reading of the new rules, If you choose to buy from someone with an ammo sellers license, you will still have to pay for the sales transaction fee but not the full background check fee as your exempt status waives the background check requirement.

There are no state fees if you order from out of state and have the ammo shipped to you.

I thought that the FFL makes you exempt from the BG checks and stuff (new law has Federal Firearms License as the exemption).

The FFL03 + COE exempts you from the import limitation.

03/COE exempts you from the import limitation and the background check for over-the-counter sales which is $19 but does not exempt you of the $1 fee for COE verification when you buy over the counter from a licensed ammo seller.
