The handgun does not need to be on the approved list.
Option 1.
Mom can ship it to a CA FFL dealer, she does paperwork, waits 10 days.
Option 2.
She goes to PA, picks up handgun, brings it back to CA, sends in Report of Operation of Law or Intra-Familial Handgun Transaction form to CA DOJ.
