Regarding your question about 1 in 30, that only applies to new handguns. It’s 30 days from DROS. So if you DROS a new handgun on November 30, you would need to wait until December 30 to DROS another one.

But it only applies to new handguns. So you can buy new or used rifles or buy used PPT handguns and the 30 day rule doesn’t apply.

I think 1 in 30 may also apply to used handguns being purchased out of dealers inventory, but someone can correct me if I’m wrong.

1 in 30 applies to any handgun in dealer stock, or a dealer transfer. New or used has nothing to do with it. Now I understand in the city of LA 1 in 30 applies to all handguns. Probably coming soon to the rest of the state, and to long guns. Like I heard on the new's today "public safety wise it's good to have the same rules for handguns and long guns" or something to that effect.
