        And actually it applies to all handguns - new or old, used or unused etc. If they come through your FFL as a dealer transfer, 1 in 30 applies unless it is coming from direct family.

          I'd double check that. My understanding is that dealer transfer's even from out of state family are subject to 1 in 30. At least that's what happened with my cousin when his father gave him several handguns a year or so back.

            Yes, that has been my understanding for many years too. But I was recently told by a very knowledgable FFL, where I do my intra-fam transfers, that CA DOJ has recently issued a memo now in circulation that advises 1 in 30 does not apply to intra-family. It is similar to the memo that advises FFLs that 1 in 30 no longer applies to 03 w/COE.

            I did not pursue it further because I have 03 FFL + COE. But I took note of it as interesting if true. Perhaps some other FFLs in the FFL forum could shed more light on the memo.

              That's interesting, maybe there is someone at DOJ with some common sense.

                Don't know about a DOJ memo, but the inspectors have been telling CA FFLs that interstate intrafamilial transfers are indeed exempt from 1-in-30. See the FFL Forum.
