If you just turn and run, you can't outrun a bullet.
If you shoot on the move to cover, hopefully you'll hit him on the move and neutralize him as a threat. (Practice, practice, practice...) If not scoring hits, at least you might be making him duck, shoot less accurately, etc., sending outgoing his way.
At CQB distances, the muzzle blast and muzzle report on the downrange side can be very disorientating to the guy facing you. Sort of like mini-flash bangs. Can be used to your advantage to fight to cover or to escape the area.
