Went to do a PPT as the seller, at Ammo Brothers today. They would not do the transfer since I did not have my passport or birth certificate with me, which they say is required by CA DOJ for all transfers. Yes, I am an American citizen, born and raised in good old USA. Funny, i just did a transfer last week as a buyer and was not needed. So we went to another FFL and they did not ask, for buyer or seller. Is this new requirement or maybe just Ammo Brothers policy?

AMMO BRO policy is to lie to customers.
They lied to you, and you did just what they wanted you to do. Which was to do the PPT elsewhere.

It’s not a legal requirement but the DOJ “ recommends it” so some dealers may CYA with a policy. Not saying it couldn’t have been an excuse to not have to do a PpT but it’s not made up. (If you in face had a Fed limits ID)ShootSoCal Firearms & Training.

There was misinformation somewhere lol sometimes it’s the employee being plain wrong, sometimes the employee explains it right but because the buyer doesn’t understand it they repeat it wrong. I tried a PPT at Bass Pro and they gave me the same rigmarole. Need to have a birth certificate or passport to DROS due to the FLA stamp on the upper right of my license. The guy at the counter told me that it was company policy but recommended that I try Ammo Bros.
From there I drove down the street to Ammo Bros and they let me start the DROS but I had to have my son take a pic of my passport and email it to them before they started the DROS. Then I had to physically bring the passport with me when I did the pick up 10 days later.
Then this week I bought a new revolver at Turner's. THEY told me that as long as the CDL was issued after 1/26/18 then I was GTG. They did not require any other ID except for my CCW. I picked up the revolver on Thursday without any issues with just my CDL with FLA in the upper right corner.
So...it just depends on which store you stumble into. As usual...the laws in California are ambiguous, arduous, voluminous, and arbitrary and could confuse a Harvard scholar.sigpic

Yes, my Ca DL does have FLA. But remember I was the seller:
The California Department of Justice suggests that if a prospective purchaser presents a “FEDERAL LIMITS APPLY” driver license or identification card, a firearms dealer may wish to consider asking for documentation of lawful presence in the United States, such as a:
• Valid, unexpired U.S. passport or passport card
• Certified copy of U.S. birth certificate
• U.S. Certificate or Consular Report of Birth Abroad of a U.S. Citizen
• Valid, unexpired foreign passport with valid U.S. immigrant visa and approved Record of Arrival/Departure (I-94) form
• Certified copy of birth certificate from a U.S. Territory
• Certificate of Naturalization or U.S. Citizenship
• Valid, unexpired Permanent Resident Card
The way I understand it it is not required for the buyer and not for the seller.
Only suggested. When I did a transfer at my LGS last week as a buyer, this was not even mentioned. Ammo Brothers manager said this passport or Birth certificate requirement is mandatory per CA DOJ for both buyer and seller. One more reason for us to go to a more informed FFL to do our PPT.Comment

I did a transfer at ammo bros last week. No problems encountered. I can see how they might ask for a second proof if you have the wrong ID.
The feds might invalidate all cali real ID's anyway. The feds claim dmv is not issueing them correctly.I love America for the rights and freedoms we used to have.Comment

Did you have valid real dl or ca id if not did you have passport if handgun did you have second proof of address. You gave no info in OP. What did you leave out? have done coulpe deals at ammo bros with no issues since I had all the docs needed.Comment
