Help. Gifting my brother a Rifle & Pistol from CA to WA?

I will be driving from California to Tacoma, WA and I’m thinking of giving my brother a gift (he doesn’t have any guns) which is a rifle and a Glock 19 pistol, that is registered to me here in California.

Does it have to go through an FFL? Also, do I have to report it here in California? I don’t know WA firearm law and neither does he.

It will transported in my trunk on a locked case. Thanks

Federal law requires the transfer of firearms between residents of two different states to go through a FFL in the state of residence of the receiver.

I don't believe there is any law requiring that you report it, but there is a CA DOJ form to report no longer in possession.

Kemasa is correct to the best of my knowledge. Your brother should also get his CCW permit which is super easy in WA. $54, a one page form, and your fingerprints gets you a background check and 30 days later, your permit (give or take). There's no class, no "good cause" nonsense, no interview, etc. Have him check his Sheriff's website as they might require an appointment or only be open for permits on certain days.

With a permit he could take the pistol the same day (currently), although that's supposedly changing in 2019 and everyone will have to wait 10 days. This is being done as an administrative procedural change rather than a change to the law so it's been a little tough to get info on this.

Very nice gifts btw! You're a good brother!

You might also have your brother check with his local FFL's, just to make sure they are OK with you bringing the firearms in person. It would suck if you brought them with you, and then had to waste a lot of time finding a FFL that would do the transfer.
