    Question about firearms manufacturing

    Can a regular FFL put together rifles by putting the parts on a already manufactured & serialized frame or do you need to be a "07 to do this?

        Yes.

        FFL logs in a stripped reciever, FFL adds parts to the reciever to make a completed firearm and FFL logs out a completed long gun or handgun = manufacturing.
