2009 DROS Form regarding Ar's.

Before the new year, I heard that the DROS forms were changing when you purchase an AR lower receiver. What I am getting at is, are AR's now being listed as a handgun or other instead of a long gun which will require you to be 21? Reason being, I turn 21 in 3 months, so close yet so far and wanted to build another AR. Sure do miss it. Any FFL guys or gals can chime in. Not too sure what the legality is on regarding DROSing a lower in relation to age.

You need to be 21 to DROS a stripped lower now. It's only 3 months, be patient.

Its not the DROS, but the 4473 Federal form. It now requires that receivers or frames be listed as "other firearm". "Other Firearms" require the purchaser to be 21.

3 months will come and go really fast. until then, buy an upper, LPK, buttstock, mag lock and 10 round mag. of course, buy a lot of ammo til then!!

The 21 thing sucks... I slipped just under the wire with my lower. It pisses me off so much when they call someone between the ages of 18-20 a "minor", the other day I was reading some brady bunch crap, and they had the state ratings, and one of the things was if the law had something to prevent sale of handguns to "minors" (i.e. under 21)

Like I am some damm 12 year old, I can join the military and die for my country, but heaven forbid I buy a handgun. I can be tried as an adult too, talk about a double standard this country has..

That is the same thing my family says to me when I describe some of the gun laws. I am the only firearm enthusiast in my family. I did, however, get my mom and stepfather to admit that they feel much safer having my firearms in the house knowing I use them safely. My firearm safety started when I was around 10 with my first air rifle, then I graduated into my hunting license when I was around 14.

And JK, I may have a better job opportunity, keeping my fingers crossed, hopefully you guys will see me soon. On top of my tactical build for tactical rifle matches, I think I may do a dedicated .22lr build. 2 more months! I should not have sold my first AR!

Y'all realize you can do a PPT with a stripped lower to someone under 21...

Similar to a PPT of a pistol gripped pump action shotgun which is perfectly legal to sell to someone under 21 if it's a PPT.

If you're PPT'ing a complete lower with a buttstock or even buying a complete lower from an FFL (As long as it has a buttstock), it is a rifle anyways for the ATF's purposes.

how? if they are 4473'd as an other, then the dealer cannot deliver the firearm to a <21-year old.

Just like you can't PPT a handgun to a <21-year-old.

If you're PPT'ing a complete lower with a buttstock or even buying a complete lower from an FFL (As long as it has a buttstock), it is a rifle anyways for the ATF's purposes.

So if it is an assembled lower with a butt-stock, would it still get marked as 'Other' on the 4473 even though it is assembled as a 'rifle'? What it sounds like to me is that if I were to get together with the seller and assemble the lower with the parts I have, it may be transferred as a rifle? It seems like it would still be listed as 'Other' due to the ability for it to be made into a configuration other than 'rifle'. This is racking my brain. It is only 2 more months, but I am getting real itchy.

If it is a complete operating rifle, then you can dros it as a long gun. If it is just a lower or non operating "rifle" then you have to be 21.

Not quite. If it is assembled with a buttstock, it can go as a long gun.
