Ar minimum barrel and OAL confusion.

Im currently living in CA, planning on moving to OR next year(THANK GOD!). So my questions are for 2 states.

From what I understand in CA, to be legal, the barrel has to be 16+ inches, AND OAL of 30+ inches. I think OR goes by the federal law of 16+ barrel and (or?) 26+ oal.

So if I run a barrel under 16 but oal over 30, would that be an unregistered SBR in CA and Oregon?

Is the fed law 16+ barrel "AND" or "OR" 26+ OAL?

How hard is it to get a tax stamp for an sbr in OR?

Barrel all 50 states needs to be 16. Oal 26 in most free states. Cal is 30 inch overall..unless it's a RAW then 26 may apply..be careful with underfolder ak as it's about 25 and 3/4 and Cali says it's a sbr folded cuz it's under 26..feds measure with stock open
    .Cali in closed position.

For a rifle, the barrel length has to be over 16" including any permanent attached muzzle device.
So, you can have an 11.5" barrel as long as you permanent attach something to get it over 16" long.
This is federal law and applies in all 50 states to non-NFA regulated rifles.
SBR's fall under NFA regulation and can have any barrel length, but require a $200 tax stamp and approval from the sheriff or police chief of your jurisdiction and typically a 3-9 month wait for the returned/stamped application.
You typically won't get approval in CA.

CA requires that semi-auto centerfire rifles have a 30" minimum overall length.
CA measures the length of a collapsible stocked rifle in it's shortest fireable condition.

Federal minimum overall length for all rifles is 26", but is measured in the rifle's longest configuration so a rifle can be compliant federally with a folded length shorter than 26" as long as it will exceed 26" when extended.

Federal law is BOTH 16" and 26" for all types of rifles.
CA law is BOTH 16" and 30" for semi-auto centerfire rifles.
CA law for non-centerfire rifles or for non-semi-auto rifles is BOTH 16" and 26".
