I doubt any company would buy your ammo. They don't know how it's been stored and wouldn't want the liability. They also probably pay less than 1/2 what they sell it for so would probably only offer you 25-30% of retail if they even wanted it.

No business will accept returns on ammo they sell so, probably none would be willing to purchase unknown ammo. No one knows if it's been reloaded or not and no one wants to accept the liability for improperly loaded or imply improperly stored ammo.

I doubt ANY company would buy 2nd hand ammunition.
You need to find individuals who want to buy it.
If those individuals have an 03FFL and COE, they can simply buy it from you.
Otherwise, you would need to meet the buyer at an FFL and have the FFL do the transfer.

Even before all this ammo licensing, it was pretty difficult for private parties to sell ammo in quantity. Some outfits WILL buy ammo but only in quantity (think palletized) and at way under market rates.

Sell it on Gunbroker.com or Gunauction.com; if you sell it to someone in CA, you'll have to have the transfer go through a licensed ammo transfer dealer; typically a gun store. If it sells to someone outside of CA, just ship it to them (check their state law first).

You could post it here on Calguns for sale, and then do the transfer dealer too.

If you had more posts here than 2, I would refer you to a company that would buy your ammo, but I believe the above should be sufficient for your purposes and exposure.

                          .
