      Interstate succession through a will is the one exemption to needing to use a FFL to complete the transfer across state lines. All you need to do is take possession of it and fill out an OPLAW form. I don't know if it can be shipped directly to you though.

        If they were willed/bequeathed to you or assigned to you in a probate process, CA and Fed law both allow for them to be sent directly to your door. You need to submit the OPLAW form after you get them. I would do it online. https://cfars.doj.ca.gov/login.do
