Need Magazine Rebuild Kit Info

Yesterday, I was looking for a box of old books for my nephews, and I opened up a box that had a few mag rebuild kits inside. I purchased these maybe 5 or 6 years ago, and I must have just shoved them in a random box when I moved. I know that we're not supposed to have these anymore, so do I just drop them off at the LGS and have them dispose of them? If I decide to build them into 10/30 mags, is there a "correct" way to build them as to where I'm not manufacturing "illegal" standard cap mags? Is that even a thing?

There’s currently an injunction on the mag ban so you’re good to go. Even if there isn’t, I think it’s legal for you to ASSEMBLE them into mags. You’re not manufacturing anything. If putting them together is manufacturing then it’s illegal for me to break my mags down to clean because I’ll be “manufacturing” when I put them together. That’s my opinion. IANAL.

Utilizing the parts to make a large capacity magazine has been illegal since 01-01-2000.

From 2000-2013, it was legal to utilize the parts to repair/replace your exisiting large capacity magazine.
Starting 01-01-2014, this is no longer CA legal.

An exemption to CA large capacity magazine laws allows a person who owns large capacity magazines to transfer those large capacity magazines to a gunsmith for repair/maintenance and for the gunsmith to transfer the large capacity magazines back to the owner. [PC 32425]
^This was enacted because CA views disassembling a large capacity magazine into parts to be manufacturing a large capacity magazine rebuild kit, which is illegal for non-exempt persons, [PC 32311(a)] and using those parts to reassemble the large capacity amgazine to be manaufacturing a large capacity magazine, which is illegal for non-exempt persons [PC 32310(a)]

Starting 07-01-2017, several exemptions that applied to owners of large capacity magazines were removed and the Court ordered injunction did not bring those back.
^Removal of those exemptions are why it's now illegal (felony importation) to take your large capacity magazines outside of CA & bring them back to CA and why CA now requires maintenance/repair to be done by a gunsmith.

Section 32310 does not apply to any of the following:
(a) The lending or giving of any large-capacity magazine to a person licensed pursuant to Sections 26700 to 26915, inclusive, or to a gunsmith, for the purposes of maintenance, repair, or modification of that large-capacity magazine.
(b) The possession of any large-capacity magazine by a person specified in subdivision (a) for the purposes specified in subdivision (a).
(c) The return to its owner of any large-capacity magazine by a person specified in subdivision (a).

just get it blocked when alone in a room with zero windows and electronic devices that can record video and just get it done.

or do you think the CA police will show up at your door the instant you accidentally created a 30 round magazine during the blocking process because they have a minority report type psychics that monitor for firearm violators?

if they are magpul mags, they even sell their own blockers that fit perfectly.

Roger that. It's always better to ask and be certain.

CA has such a maze of gun laws, that are poorly written, and difficult to understand, it's very easy for a law abiding person to slip up and put themselves in legal jeopardy.

One last piece of advice: double check that you can't force an 11th round into any of the blocked mags before you rivet/epoxy.

I don't worry about that. If I ever had a 30 rounder and a cop saw me, it would be confiscated if he wanted to check. With so many 10/30's out there are they really going to count how many rounds you shoot?

Police drones are everywhere looking in windows for hi cap mags. Especially in Los Angeles.

Even those 11 round black waffle mags sold at gun shows.
