Ammo vendor -FFl 03 + COE question

Has anyone seen any discussion of how instate ammo vendors are going to sell to holders of FFL 03 + COE after July 1, 2019? I would assume the same product information of what is purchased will be recorded but will background checks need to be done each time ammo is purchased OR will the license number(s) merely be recorded since the State of California has already run annual checks on you?
