At my club, we sometimes get clueless tourists showing up asking if they can rent guns and shoot. More than once I get big groups of folks showing up and asking me where is the office to rent guns, and I had to tell we don't rent guns here and give them directions to Reeds Indoor Range and Coyote Valley Sporting Clays.
I think it is a very attractive thing for tourist to do, good for them.Comment

There are a couple indoor private ranges and one in particular that caters towards the local population. I think it runs about $20/hr plus you have to buy and shoot their ammo.
We have a lot of limitations on what we can buy here but at least we have places to shoot (for the time being).Comment

The sad thing is there are not a lot of places for the locals to go. There is only one outdoor public range on Oahu and it can get pretty crowded. Friends tell me of arriving a couple hours before the range at Koko Head opens so they can get a stall.

no.
fast and loose Hawaii gun laws:
Pistols:
No so called "assault pistols"
defined as any semi auto pistol that takes a magazine that inserts outside the grip
or
has a threaded barrel
or
has a barrel shroud or fore-end or forward grip
or
weighs over an arbitrary weight loaded.
so no AR, AK, or pistols based off a carbine or rifle design.
it also means the ruger 10/22 charger is illegal.
Hawaii Has a 10 round magazine restriction for HANDGUNS only.
it also restricts magazine capacities for magazines that can be used in a handgun but are for a rifle
so no 33 round glock or Full Cap Beretta magazines for your carbines.
since the AR and AK, UZI, etc pistols are banned by statute, the full cap magazines for them are LEGAL and can be used in AR and AK pattern rifles.
Semi Auto rifles:
No restrictions on features, calibers or magazine capacities.
unneutered ARs, AKs, etc. are A-Okay
Shotguns:
no shotguns with a revolving cylinder feeding system may be sold or purchased
(law was supposed to restrict the street sweeper, and Pacor Jackhammer)
makes the Rossi circuit Judge illegal due to it's .410 gauge capability.
Sawed off shotguns with barrels under 18" are illegal.
NFA:
No... cant have any of that. period
no AOWs no Supressors, no FA. No SBRs
Junk guns and Saturday night specials:
no handgun may be sold that is made of a metal alloy that melts below an arbitrary temprature
Permitting/registration: (the part about hawaii gun laws that really sucks)
Rifles/long guns, must pass a backround check, be fingerprinted and obtain a permit to acquire via the local police department for a small fee. the long gun Permit to Acquire is good for 1 year - during which you may buy any number of long guns. the permit process takes 2 weeks and requires visiting the police station during M-F business hours twice (three times if you buy a weapon, and take it in to register it)
Pistols, Must obtain a permit to acquire the SPECIFIC handgun you purchase (make/mod/serial number) you buy the gun first, then apply for a permit to acquire THAT EXACT GUN. background check and finger printing, fee as with rifles. PLUS: on your first handgun purchase you have to take, and obtain a certificate of completion for, a handgun safety course (about 150 bucks IIRC) OR have completed and obtained a certificate for the Hawaii State Hunters education program (which you need to get a hunting licence)
so buying a handgun requires you visit the police station 3 times, 1 to apply for the permit, the second to pick the permit up 2 weeks later, and a 3rd to register the firearm.
Registration of firearms - mandatory within 72 hours of acquisition. (or if you already own it from out of state, importation) weekends and holidays count. you must bring the firearm, and the permit to the main police station for inspection and registration during business hours M-F. failure to register any firearm is a felony. because all sales of firearms through dealers are reported at the POS to the Police department... they WILL know if you do not register a purchased firearm... and they will come looking for you.
private party transfers -
Long guns but new owner must have a permit to acquire, and must register the Firearm within 72 hours. previous owner must file a sale/transfer form within 48 hours of the transfer with local Police department
handguns previous owner must take and sign the new owners permit to acquire THAT EXACT GUN (make, mod, serial number) and send it to the local PD within 48 hours, new owner has 72 hours to submit the firearm for inspection and registration at the police station.
most PPT sellers and buyers just go to the police station together with the relevant paperwork and take care of the whole thing in person.
CCW or Open carry:
may issue, defacto no issue (hawaii hasn't issued a CCW or open carry permit to a private citizen in many many years)
transport and possession
you may not have a firearm in/on your vehicle unless:
1. you are traveling to/from a police station
or
2. traveling to/from a gunshop or place of repair
or
3. traveling to/from a target range
or
4. traveling to/from an approved hunting area
firearms are to be transported unloaded (unloaded means no magazine inserted or rounds in the internal magazine, with an empty chamber.)
you may only carry a firearm on your person in an approved hunting area, while engaged in the act of hunting, carrying a hunting licence
or
while target shooting at a legal range
or
when presenting the firearm in an enclosed container for inspection and registration at a police station
or
Presenting or acquiring the firearm in an enclosed container at a gunshop for purchase or sale
thats the quick and dirty version of hawaiis gun laws.
better than cali for sure... but far from Ideal.Comment
