Is the mil spec barrel rifling supposed to have a high polish finish to it? The reason I ask is that my dad has a sig 239 and the barrel is polished, however, my springfield is not. Can anyone provide input into this? Thanks

If by polish, do you mean hand lapping the bores? I doubt it. I'm sure they just run the button through the pipe to cut the rifling, do some basic cleaning of the metal shavings, crown and chamber it, and that's it.
