She needs to send a letter with the firearm that has her name, address, city, and state indicating that it is a gift to him with his name address, city and state.
He should check with his FFL first to make sure they will process it and if they have any other requirements like DL/ID numbers etc.

Not legally - see the wiki article http://wiki.calgunsfoundation.org/in...us_work-around
Cheaper, and legal, to PPT between siblings.ARCHIVED Calguns Foundation Wiki here: http://web.archive.org/web/201908310...itle=Main_Page
Frozen in 2015, it is falling out of date and I can no longer edit the content. But much of it is still good!Comment

I will add, that when I did this I had to talk to over a dozen FFLs in order to find one that actually understood how to do this. They all kept giving me incorrect information and telling me that all I had to do was fill out a intra-familial form online. I kept explaining over and over that I needed to DROS the firearm through an FFL because it was coming over state lines. They kept telling me I was wrong. I almost believed them, till I found an FFL that knew how to do this via Calguns.Comment

www.shipmygun.com never takes possession of the gun. They simply provide the shipping label using their discounted contract with the carrier. Can someone explain how the sender ( in another state ) gets the gun into the possession of www.shipmygun.com ThanksComment

The letter also needs to contain a sentence that says the firearm is not for resale. The satisfaction of a job well done is to be the one who has done it

For your situation, the receiver must be an FFL
Shipmygun has "verified" active FFL's registered with them
It is explained on the website. Your FFL needs to be registered with shipmygun. Once you get the label from shipmygun, you simply drop off at a FedEx hub and send the tracking number to the FFL that you have already previously made arrangements with. A list of hubs is listed on the Website
The firearm must be unloaded /inoperable, etc. The last time my Day used shipmygun, they were no longer providing boxes. You simply used a standard FedEx box of appropriate size.
The fees are much cheaper via shipmygun, which I believe is operated by Buds gun shop
