    Transferring AK from out of state

    Asking for a friend here.

    His friend wants to sell him an AK-47 that was brought with him when he moved into CA from another state. The seller never registered the AK when he moved into CA.

    How does the buyer now register the AK in CA if he buys the rifle, especially with the new laws on the books?

    Does the seller first have to register the rifle and then do the transfer? Can the seller just skip the registration step and have the new buyer register the rifle in CA when he buys the rifle and does the transfer at the FFL?

    Finally, suppose the buyer just gives the seller cash, keeps the gun and never registers it or transfers it through a dealer.

    If one day caught with it, what are the penalties? I know there was no registration requirements for long guns a few years back but given that this is an AK, it's an AW which is different in any case, correct?

    Suppose the new buyer makes the AK featureless and never registers it or transfers it through an FFL? Felony? Misdemeanor?

    Sorry for the plethora of questions. Want to make sure my buddy does not jam himself up. I'm counseling him to do the legal and proper thing but frankly I'm not sure what to tell him at this point. Thanks for the help.

    Walk away, find another AK.

    Seller should ensure compliance and volreg as new resident.
    Buyer should find another gun since it's likely not worth it.

    Or whatever.

      Assuming the AK is Ca. compliant.

      No problem for the owner that did not register it to sell it to your friend via PPT.

      Probably millions of guns in Ca that are unregistered. Unregistered guns are legal in Ca. These PPT sales are how the State gets them into the system.

          Unregistered guns are legal for residents, new residents are supposed to register arms within 60 days.

          It's very unlikely there'd be an issue, but it's also highly unlikely worth an issue for the buyer.
