C&R Lic and COE - Ok for private sales?

(The answer is probably right in front of me but google-fu isn't working)

I have a current C&R Lic and COE and I know that (some) on-line vendors still honor them for on-line sales but can I buy ammo on a private sale without going through a gun store FFL (and paying whatever they are asking these days)?

C&R FFL + COE = exempt from needing to transfer through licensed ammo vendor. [PC 30312(c)(6)]
^This applies to private party sales* [PC 30312(a)(1)] and sales made online/mail order [PC 30312(a)(2)].

C&R FFL + COE = exempt from needing to import through licensed ammo vendor. [PC 30314(b)(5)]

C&R FFL + COE = exempt from CA DROS & background check on ammo transfers from a licensed ammo vendor. [PC 30352(c)(1) & 30370(a)(2)]
^Not sure how that will be implemented, since regulations governing this has not be released yet.



*Private party sales within CA...
C&R FFL + COE is exempt from selling and buying without having to utilize a licensed ammo vendor.
But, the other person buying/selling must also be exempt from needing to utilize a licensed ammo vendor.

Which means a C&R FFL + COE can only buy/sell to the following without having to utilize a licensed ammo vendor:
1. LE agency employees with written authorization from their CLEO. [PC 30312(c)(1)]
2. LEOs. [PC 30312(c)(2)]
3. Types 07, 08, 10, 11 FFLs. [PC 30312(c)(3)]
4. Non-resident with a C&R FFL. [PC 30312(c)(5)]
5. CA resident with a C&R FFL and COE. [PC 30312(c)(6)]
6. "consultant-evaluator". [PC 30312(c)(8)]
7. LE academy recruit or LE academy instructor/staff member. [PC 30312(c)(11)]
