      Run the FFL # through FFL Ez check (ATF's web page to verify FFLs). Make sure it's not expired and only ship to the address listed.
      Shouldn't make a difference whether he wants it for himself or inventory. That will be up to ATF and CA DOJ to enforce.
      Additionally you might consider shipping through a dealer in your state. That dealer will log into his book and log out to the CA dealer. This leaves a paper trail in case the CA dealer doesn't log it in (which could get him into loads of issues with ATF and DOJ).

      Your local dealer will also need to be able to create a shipment approval number through the CA DOJ website to ship to a CA dealer, which might be what this dealer is trying to avoid. The CA dealer would have to be on the centralized list to receive from other dealers.

          A bit fishy that he's saying "since its used", being non roster coming from out of state it shouldn't really matter that it's used.
          Using an FFL other than 03 for "personal gain" will quickly shut a dealer down. I think this is a big reason why there arent many kitchen table dealers any more.

          There aren't any dealer exemptions from the CA roster for personal acquisition. The pistol could remain in inventory, but not added legally to his personal collection if off-roster. And it sure better be in his inventory during an inspection.
