^ This and or tell him you don't feel comfortable with the situation and walk away. It will be his issue should he actually have an FFL. Also keep in mind that an 03 FFL won't work here, should he try to play that card.Comment

If he is FFL he can buy for store stock and possible sale to LEO. He can't transfer it to himself but can always take his stock out and test it. The roster is of no concern to the seller. Legality of purchase falls on buyer. Get his FFL and check it with the ATF database - only ship to the ATF listed address adult signature required. Cash the MO order and move on.
