They are imported into the USA as Title 1 Handgun.

CA assault weapons laws for handguns applies to it.
    Therefore...
Because it is a semi-auto pistol with the magazine located outside of it's grip, it needs to operate using a fixed 10 round magazine in order to be CA legal.
^In order to be considered a fixed magazine, the magazine needs to be contained in the firearm and it can not be removed without disassembling the firearm's action or it needs to be permanently attached into the firearm's magazine well.
~Starting 01-01-2017, "bullet button" style magazine locks are no longer CA legal compliance devices.

In addition, because they are not listed on the Roster of Handguns Certified for Sale, a CA FFL dealer can not transfer it unless an exemption (such as LEO sale) is utilized.

^^^ Thank you, Quiet, for your constant guidance on Calguns. You're truly an asset.

If I may add, conversion to a featureless rifle is also fraught with 922r issues as it is imported as a Title 1 handgun. There aren't that many US made parts, so you'll have to do lots of research on the 'net. There is one company making aftermarket trigger parts, but I may have that confused with the APC9. An AR buffer tube and stock, if such parts exist, may add one more domestic part. the barrel extension to 16" may also get tricky. Does it have a threaded barrel, or is it a permanent tri-lug? No aftermarket mags or mag parts I know of.
