Franklin Armory Pistol Lower

I have a question regarding an AR pistol lower. What is market value like on one? I have a complete Franklin Armory pistol lower, never been fired. It was Dros'd as a pistol when I originally purchased it a few years back. Secondly can it legally be transferred still?

Yes, it can still be legally transferred.

Because it is not listed on the Roster of Handguns Certified for Sale, a CA FFL dealer can only transfer it via exemption (PPT, LEO sale).

Since it's just the lower receiver, it does not meet the definition of an assault weapon. So, it can be transferred as is.

If it was being sold with a complete upper receiver attached, then it would need to operate as a manually operated pistol or as a semi-auto pistol that uses a fixed 10 or less round magazine.
