Help me with my COE please

I mailed in my 03ffl application and fee yesterday and today I did my livescan for my certificate of eligibility today.

My understanding is that now I create a login and password at the California Firearms Application Reporting System https://cfars.doj.ca.gov/cfarsHome!displayCfarsHome.do(CFARS) which I have done.

Here is where I get hung up. The next instruction says:

The Live Scan operator will provide an Applicant Tracking Identifier (ATI) number on your copy of the Request for Live Scan Service form (BCIA 8016). The ATI number documents your fingerprint submissions. (You must enter your ATI number on the designated space of the COE application). Once you have completed your fingerprint submission requirements, you can complete the electronic COE application process using the CFARS.

When I log into CFARS and under the CFARS application menu I select "Certificate of eligibility". It doesn't give me an option to fill out an application. It just has 7 drop down boxes.

2. COE#
3.First Name
4.Last Name
5.ID TYPE
6.ID #
7. Birth Date

Where is this application? I tried filling out the boxes I listed but it came back with an error. What am I missing.

That's really all there is to the application, you also need to input your ATI number and check the boxes for the type of COE you are applying for. If you pass the BG check, they issue the COE in your name.

If you already took the filled out 8016 form (https://oag.ca.gov/sites/all/files/a.../BCIA_8016.pdf) to the livescan station and they entered it into the DOJ as for a COE, then just fill out the online portion and submit. Took about 10 days to receive the approved certificate.

That's the question. Where do I put in the ATI number? I am not seeing an online application of any type. Do I have to manually fill in a COE application and mail it or what?

Yes, the livescan lady submitted all of the information on the 8016 and gave me copies of it when it was sent. It lists an ATI number.

Could this be a technical issue with their site? When you select the "No" button when it asks about current COE holder, it's supposed to trigger some JavaScript that presents all the fields you need to fill out. Maybe try it with a different browser?

Got it sorted out. You have to attempt to sign in and fail on the drop down boxes. Then just below that test a small pop up box asks "Do you you want to start a new application" and you have to check the box.

My COE came through in less than a week...FFL 03 took about 5 weeks though.

Your wait time with the ATF starts when it hits the agents desk, and not when your card gets charged. There can be a delay between these two segments.

Sapper, you may need to use a different browser. I've read somewhere that Chrome may not work on some government sites if that is what you are using.

I never made an online account.
I simply filled out the paper form, got the livescan and mailed it in about 2 weeks ago.
I just now went and made an online account and it found my COE that was issued yesterday.
I'm guessing they are mailing me a printed one as well and it will be here shortly.

For FFL03 + COE - On the COE application post -live-scan - I just select collector right? Even though I am using the combo for bot C&R long guns and for ammo ordering?

i think it's sickening the crap you guys have to go thru now just to buy ammo - good, law abiding people are the only ones inconvenienced, criminals will still get their ammo by other means

I hate it but it's what we have to do. Just wait till the lawmakers catch wind and call it a "loophole" and try to stop it. Even though you have to be clean to get the COE.
