First off, Thats not a "pigeon grade". It's standard wood which has been carved by who knows who.. The engraving may be factory, but it's hard to tell. It's nowhere worth 15K. More like less than 2K maybe.

Check these links to see what real "Pigeon grade" wood looks like. Also check their prices...

Exceptional and Rare Winchester Model 12 28 Gauge Pigeon Grade Slide Action Shotgun with George Madis LetterManufactured in 1956. White front bead sight and nickel mid bead sight on the vent rib, choked skeet, and 2 3/4 inch chamber. The left side of the barrel at the breech is marked with the three-line Winchester/trade mark/made in U.S.A. marking followed by "MODEL 12 - 28 GA - 2 3/4 CHAM/--WINCHESTER PROOF STEEL--" over "SKEET". The top left of the frame and top left of the barrel at the breech are marked with the Winchester oval proof. The matching serial number is marked on the bottom of the frame and breech end of the magazine extension with a pigeon engraved on the magazine tube. Gold washed trigger, blue finish, jeweled follower and bolt, and mounted with a fancy checkered select walnut forearm and pistol grip stock with a hard Winchester grip cap and checkered buttplate. Length of pull is 14 1/4 inches, drop at the heel is 2 inches and drop at the comb is 1 3/8 inches. Comes with a hand written letter from George Madis verifying the originality, configuration, grade and features and a cover letter (photocopy) from George Madis stating that this shotgun was part of a collection of 9 Model 12s in 28 gauge that he examined. Complete with the box and interior cardboard compartments. The reproduction end label is marked "WINCHESTER SPECIAL VENTILATED RIB" and "HAMMERLESS REPEATING SKEET GUN" and ink stamped "SPECIAL SELECT WOOD". It is also marked with the correct barrel length, choke and gauge.

I'm no expert but something is screwy. There is no way a pigeon grade gun comes with a corn cob forend. Also the engraving, while nice is not in the style I am familiar with for factory engraved model 12s but it could be my lack of knowledge. If you are asking if a high grade 28 gauge model 12 can be worth 15 grand, probably can.

The PG's I've seen all have nicely figured walnut on all the furniture. The corncob fore end makes me question it as well but I'm certainly no expert. Wood like that you normally see on garden variety stuff.

This is much more typical of what I would expect to see on an uber-expensive shotgun. This one went for $7K by the way.

Buy made in USA whenever possible.

Just looking at some closeups of things, condition of the bluing isn't as good as the seller claims "Excellent original"

The model 12 you arelooking at ib way overpriced unless truman or eisenhower owned it.

"pigeon grade"... with emphasis on the pigeon.

                  Maybe it's his inside joke.

( I'm just kidding around. I really don't know anything about this particular shotgun.)
