Separate upper from lower, that's all that has to be done as defined in the regs.

When you are outside of California, you can do anything you want (that is legal in that state).
Sadly, as a CA resident, you can't get the paperwork to own an SBR or suppressor, but as far as AW laws, yes, you can have a featureless or fixed-mag in California and make it TOTALLY EVIL when you cross the state line.

Open the upper, remove allen screw, drop the plate, and you have a free-state magazine release. Before returning home, drop the plate back in, screw it down, and you have a CA-compliant fixed magazine

This magazine can only be inserted/removed from the top of the magwell. With a modified BHO, you can easily remove it for use with a normal magazine in a free state.


Leaving the standard mag release installed with the rifle broken down *IS* legal based on the DOJ regulations, but it could draw some unwanted attention from a misinformed officer.
