This question may have been asked before, but Is it legal or illegal to use paper targets with the faces of actual people for example Osama Bin Laden or those that are not friendly to the 2A?

There are no CA laws that prohibits the use of targets that depict actual people.

However...
Using the target that depicts an actual person and sending the target or a recording (pictures/video/etc) of the target being used to the actual person and/or posting a recording of it's use on social media where the actual person could view it, then that would be considered a criminal threat (which is a felony under CA laws). [PC 422]

You could also get a visit from one of many LE agencies for a little chat. The Secret Service has been known to follow up on perceived threats.

No, but a lot of ranges don't allow it due to the supposed mindset it may suggest of gun enthusiasts to emotionally fragile onlookers, regardless of whether it is someone that is (or was) universally hated.

However, some tried to take it to the next level and create a stir or false controversy over cardboard IPSC/USPSA targets that are slightly torso-and-head shaped, as actually depicting 'people of color' because of the brown/tan cardboard used, to imply that gun enthusiasts were predominantly racist.



That's where and when it really got stupid.

Times have changed. Years ago the Olympics eliminated the running boar target. I guess the pig offended somebody but that's what pigs do, that's why we call them pigs, lol. The target got changed to a running dot. I wonder why Indians weren't offended (dot not arrow).
