Ok so I was wondering if one can take a rifled slug barrel and cut it to like 16-16.5 inches .... I know about the destructive device bore size but I don't think that would strictly determine it being a destructive device and don't see why it couldn't be still considered sporting purposes. It would still have a overall length of 26+ inches and a non smooth rifled barrel.

No a shotgun barrel minimum is 18 inches. The slug barrel is chambered for shotgun shells it is a defacto shotgun.Comment

A barrel is not a firearm. It is a gun part. You can go to Brownell's and order a "rifled shotgun barrel" and have it sent right to your house. Having possession of a less-than-18" shotgun bbl violates no law that I know of. It isn't a SBS until you put it on a receiver to make a complete firearm. And, yes, there are those who would argue the "constructive possession" opinion - but I know of few D.A.'s who would press the charge and go to court with it (since they'd have to prove your intent to construct a SBS).

Minimum barrel length for a shotgun is 18".
Does not matter if the barrel is rifled for use with slugs.
If the firearm can shoot a shotgun shell and has a barrel length of less than 18", then it's a SBS. [PC 17180(a)]sigpic

AFAIK...
The National Firearms Act of 1934, initially required both, rifles and shotguns, to have a minimum barrel length of 18".
Rifles were later changed to 16", in order to make it easier for the Gov/Mil to sell surplus carbines that had 16" barrels.sigpic
