Advise On Registering "assault weapons"

Greetings Calguns.net, sorry if this post is in the wrong sub. I recently inherited several guns from my deceased father and I am in the process of registering them into my name. I believe at least three of these guns are what CA considers "assault weapons". 1) Stag Arms AR-15/detached magazine/bullet button 2)River Rock LAR-15/detached magazine/bullet button 3)Hi Point 995 Carbine\detached magazine in grip\bullet button. There is also the receiver only of a River Rock LAR-15. It appears that I will have to register these separately on this website https://www.oag.ca.gov/firearms. Just looking for some advice and/or helpful hints. Thanks all.

However, inheritance is a transfer and in order to transfer those to a CA resident (in 2017 and later) they must not be 'assault weapons' at all.

Some of this will depend on the date of acquisition, configuration, and other factors but the librarian is always right, AWs are DOA once registered. No transfer allowed in California.

In other words, before you can transfer them, make them "featureless" --> a) take off the flash hider and install a thread protector
b) put a kydex grip around the pistol grip so that your thumb can't wrap around the grip
c) take off the adjustable stock and install a nonadjustable stock or put a screw in the adjustable stock to make it nonadjustable

After you make it featureless, you can leave the bullet button on it or take it off.

The date that you inherited/received them will be a big determiner of how you go about this.
If you received them before 2017, then you have the option to register them as assault weapons and keep them as they are configured (unles they are specifically named models which can not be transferred to you within CA).
If you received them in 2017, this complicates matters dramatically as they are generally not transferrable in a bullet button configuration.

Hmm, anyone tell me if this would be ok? If the upper is not attached to the lower it is not in AW configuration even with the adjustable stock and pistol grips, maybe even attached bullet button. If so, then could he not just take the rifles in with the uppers removed and register them that way, considering the lower is considered the firearm. I know it would be illegal for him to throw on the upper after unless he made the featureless modifications first, but it would allow him to register them now then decide later how he wants to go about configuring the rifles to make them legal, shop for parts etc. I honestly do not know, was just curious, maybe there is a regulation on not being able to just register a lower receiver once it has already been built once? I know, I need to brush up on this stuff.

Here's the problem....

Whenever he gets them, even in non-assembled configuration, they'll need to be DROS'd. At that point, the DOJ knows when you got the firearm. If it were later assembled and attempted to be registered as an AW, then the DOJ can very easily prove 1.)Unlawful possession of an AW, & 2.)Perjury when filling out the AW registration, because the weapon had to be configured and in your possession before 1/1/17. That's one of the reasons the DOJ is asking for pictures.

Sorry, but you're looking at featureless at this point or using one of the new mag locks that requires the firearm's action to be disassembled to drop the mag.

Unless you made the lower from an 80% it's already registered. The dealer has the DROS forms and the 4473 forms. The 4473 forms are required to be kept for 20 years, or they can be sent off to the ATF for formal secret registration with the feds. Most probably do that even if you don't know to protect themselves from the ATF.

Your "RAW" will have several registrations when done.
