        Under Federal, CA, and NV laws...

        As a non-resident of CA with a valid C&R Type 03-FFL, you can legally perform cash & carry type transfers on C&R firearms from a CA resident without having to utilize a CA FFL dealer. You will need to log the transfer in your log book. [PC 27895]

        As a non-resident of CA with a valid C&R FFL, you should be able to acquire a C&R firearm from a CA FFL dealer without having to do a CA DROS and waiting period. [PC 27115]



        Penal Code 27115
        Article 1 (commencing with Section 26700) and Article 2 (commencing with Section 26800) do not apply to the sale, delivery, or transfer of unloaded firearms by a dealer to a person who resides outside this state and is licensed pursuant to Chapter 44 (commencing with Section 921) of Title 18 of the United States Code and the regulations issued pursuant thereto.

        Penal Code 27895
        Section 27545 does not apply to the sale, delivery, or transfer of firearms if all of the following requirements are satisfied:
        (a) The sale, delivery, or transfer is made by a person who resides in this state.
        (b) The sale, delivery, or transfer is made to a person who resides outside this state and is licensed pursuant to Chapter 44 (commencing with Section 921) of Title 18 of the United States Code and the regulations issued pursuant thereto.
        (c) The sale, delivery, or transfer is in accordance with Chapter 44 (commencing with Section 921) of Title 18 of the United States Code and the regulations issued pursuant thereto.
