Supposing if one were to order standard capacity magazine springs and the company ships it and delivered... will the only time a law be broken is when it's put together as a complete functioning magazine?

Using only your example, I don't know of any shop that sells only magazine springs since that can be interpreted as a parts kit. However, if you buy most types of blocked or riveted 10/30 mag, that mag has the body of a 30 & the spring of a 30, however since it is considered to be permanently modified to only hold 10 it is legal.
The other issue is the term "non compliant." A pistol grip is non-compliant if a rifle is suppose to be featureless, but would be compliant if the rifle is a RAW. But if you're asking if having a random pistol grip or flash hider lying around in your parts bin is illegal, no it is not. Parts are parts...mostly.
There are some parts which are controlled. Auto sears, suppressors, that sort of stuff. But if you have those then most likely you're not in this state or already know how to navigate both fed & state laws very well.Last edited by kcheung2; 10-13-2017, 12:19 PM.---------------------

Pretty much every online retailer that sells gun parts also sells replacement magazine springs. Brownells, midway, CDNN, etc.
And to answer the OPs question, I wouldn't personally be scared about ordering a spring intended for a standard capacity magazine, as many low capacity mags use the same springs as their free state equivalent.Last edited by boopiejones; 10-14-2017, 8:06 AM.my Benitez goes to 11Comment
