Yes, but it still has to go thru a CA FFL

If you go to Nevada, you can buy a long gun, or a handgun if it's on the CA roster...but they have to ship it to a CA FFL of your choice. Then the CA dealer will do the transfer.

      Not true.

Federal law DOES allow it, but Federal law also require that the transfer also follow the laws of the home state of the purchaser. In this case, California requires that the purchaser be or go through a California FFL.

IF you are an 03FFL, you can purchase C&R firearms and bring them home. They must be declared after you return.

            Short answer... Yes, with conditions.

            Long answer...
Federal laws prohibits the transfer of firearms between residents of different States without the use of a FFL. [18 USC 922(a)(3)&(5)]

Federal laws prohibits a FFL from transferring a firearm to a non-resident, but grants an exemption for Title 1 Rifle & Title 1 Shotgun, as long as the transfer complies with the State laws of both the FFL and the non-resident. [18 USC 922(b)(3)]

CA laws requires firearms obtained by a CA resident to be transferred to them through a CA FFL dealer. [PC 27545]
CA laws mandates that in order for a CA resident to legally import a firearm obtained outside of CA into CA, that it must be transferred to them through a CA FFL dealer. [PC 27585(a)]

            Therefore, as a CA resident...
Under Federal and CA laws, it is legal to buy a firearm in another State and have it shipped to a CA FFL dealer, who will then transfer (4473/DROS/10 day wait/1 in 30 day wait) it to you.
^If the firearm is a handgun, then it needs to be listed on the Roster of Handguns Certified for Sale or be exempt from it.

And the 'neighboring state' thing used to be true, but that was changed years ago** to any state.

** so far as I can tell, prior to 2000; I don't recall how much older the change may be.

Frozen in 2015, it is falling out of date and I can no longer edit the content. But much of it is still good!

You know that big swath of land in between the coast? If you live there, you can buy long guns in pretty much any part of it at anytime.
