Steel-belted radial tires are easily punctured by various road hazards. I doubt they'd stop calibers of any significance.

He means using 2x6 studs instead of 2x4's for thicker walls. Then filling in the gap with sand. That'd probably hold a ton of moisture though and will cause other issues for you later. Plus you'd have to use something other than sheetrock on the inside to be able to hold all that weight in.Comment

Frame it in 2x6 with rebar running through the studs, panel the walls in 2x8, pour concrete, move 2x8's to the next panel and pour again.- Rich

The tires would add bullet resistance but there's pretty much no way to say what level of protection. Sections where the tire layers are tightly pressed vs. loose and bouncy will change things a lot as will the type of tire. It'll be a huge pain in the butt to do. If you've never tried cutting tires, it's quite hard. Then you gotta get them to lay flat and stay in place, not gonna be fun. It's also probably illegal to do so if it was found, or worse yet you had a fire, there could be hell to pay.
My house was built in '65 I think. The walls aren't drywall but some kinda concrete looking stuff but it's a bit more crumbly than actual concrete, more like stucco. I've never fired a bullet at it, but a high powered pellet gun did very little. The same or similar material would do the job, the thicker it's laid the higher the caliber it'll stop.Comment

Back when I was young and dumb rather than just the later, I had a tire from a '73 Impala that still had decent tread on it, and shot it with a 6" .357. The loads were reloads with 1/2 jacket SWCs, and they whistled right through that tire. Some left the jacket, but the core still penetrated. One off-center hit directed straight towards the tread instead went through the arch of the sidewall, in & out of the first side and through the inner part of the second side, found the pieces loose inside the tire.
I made target backers for my air guns out of 1/2" thick recycled rubber floor mats designed for horse stalls. My .22 air rifle punches a clean hole through that mat, like it's not even there.
Only way to know for sure is to make a range day out of it and test all sorts of calibers & configurations.

How about just cement board with tiles? Just like the bathrooms. Fill the 2x4 gaps with high density sound proof insulation. If really serious, then get some Kevlar panels sandwiched behind the cement board.

Yes somebody already thought of the drawbacks of my idea. I know something similar was done by the japanese for bunkers in wwii, of course they weren't worried about permanence.
There have been some other good suggestions. I still think the lightweight panels are the best option.
