Picking up range brass is an economical way to stock up for reloading.

I picked up all my 40 cal (I left my 9x18 mak cases due to bulging) and then started filling a bucket with everything else that was laying on the ground. (I was the only one at the pistol range)

I ended up with over 500 9mm, 200+ 45 auto, 150+ 40 cal and some misc 38 spec, 380, 32 auto and 9x18 mak.

Not a bad day of collecting as it paid for my gas and then some.

Is it OK to reload an a cartridge that was previously a reload?

If/when you get into reloading it's not the number of times a case has been fired that causes a really dangerous condition. Other factors are much more critical.

Though important to the case condition is that it's not too long/been stretched to where the case can crimp the bullet into the lands of the barrel and give over pressure. Just check CL (case length) and trim to spec as needed before reloading. With a tumbler and good media I've turned ugly brass into shinny like new brass many times.

More dangerous is
1. wrong powder, using one with too fast burn rate will cause over pressure (shotgun powder is fast burning, large magnum rifle is slow burning)
2. too much powder - over pressure
3. no powder - gives a squib and if you don't stop but fire again behind the lodged bullet then kaboom
4. wrong bullet diameter, such as an unsized cast lead bullet
5. primer not fully seated - slam fire

Other mistakes will be obvious but not necessarily dangerous
- OAL (overall length) too long, the bullets won't fit the magazine
- not quite enough powder, semi-auto may not cycle or at least impact low on target

You should be collecting powder/primers and projectiles. Those are next to be heavily regulated by the legislature.
