Yes, it is still legal to buy stripped AR lower receivers.

You can use them to legally make one of the following:
A. Semi-auto centerfire rifle with a fixed 10 or less round magazine.*
B. Semi-auto centerfire rifle without any prohibited features.
C. Manually operated rifle.
D. Single-shot rifle.
E. Rimfire rifle.
F. Semi-auto shotgun with a fixed 10 or less round magazine.*
G. Manually operated shotgun.
H. Single-shot shotgun.

*Fixed magazine being a magazine that can not be removed without disassembling the firearm's action or a magazine that is permanently attached to the firearm's magazine well.
