    I am confused

That bag design is one that clamps onto the rifle..... not a bag under the rifle but the cross pattern that grabs the stock.

So if the bag weights 10 pounds..... your 6 pound rifle now recoils the same as a 16 pound rifle

So why are you not using heavy stuff so it absorbs the recoil???
Rule 1- ALL GUNS ARE ALWAYS LOADED

Rule 2 -NEVER LET THE MUZZLE COVER ANYTHING YOU ARE NOT PREPARED TO DESTROY (including your hands and legs)

Rule 3 -KEEP YOUR FINGER OFF THE TRIGGER UNTIL YOUR SIGHTS ARE ON THE TARGET

Rule 4 -BE SURE OF YOUR TARGET AND WHAT IS BEYOND IT
    (thanks to Jeff Cooper)

      Soooooooooooo I'm thinking plastic beads?

The cheapest I found "10 lb Clear round plastic pellets beads Corn Hole Bag Filler"

      Only $24. for 10lbs.

I'm hoping 10lbs is enough for the Caldwell TackDriver Double Bag Shooting Rest as seen in this pic(?)
IMO sand is your best option as it never breaks down. And if you need more you can always find some in this state.

Corn cob tumbling media/rodent bedding from the feed store.
        I've used it for years.

        Works just fine.

I recently purchased Caldwell front and rear rests, filled the rear with walnut and front with corncob. I like the weights with this combo.
