So if I buy a handgun on August 1 and pick it up on the 11th, can I buy another one on September 1 or do I have to wait till September 11?

Technically, August 31, 0 minutes and .0001 second after the time the DROS was transmitted on the 1st.

But in general, the same date or after of the following month is fine except for March.

August 31st will be 30 days. It also has to be a minute later than when the previous DROS was submitted.

This is correct. Conceivably you can buy 12 handguns all at once, but the DROS for each one must be submitted 30 days apart. During the last months of SSE some people would do this to lock in inventory.
