Phoenix cop flinches on shot

while I know nothing about the gun or ammo used in this case. It does appear the person pulling the trigger has a severe flinching problem as this shot was placed lower than what I assume was the target area!

As a side note this cal gunner recommends when confronted by riot dressed police its probably smart to vacate the area ASAP !

One of the riot cops had a cell phone out to record. Plenty of reasons for them to take video but would think a helmet cam would be a better bet. Maybe not being in the front row the wanted to be able to hold it up higher to see over those in front.
