    private part transfer QUESTION.

    Hello fellas, I'm not all that familiar with the laws on PPT so I'm hoping one of you guys can help me out.
    If I wanted to buy a handgun from someone that lives in Nevada and they were willing to drive down to California and sell me their gun, would this be legal? The handgun does happen to be off roster if that makes a difference.

    NO.

    Two parts to this.

    First, he can not bring the off roster pistol into the state to sell to you.

    Second, if it was on the roster then he could but obviously the transaction would still have to go through a CA FFL.

    You can NOT meet face to face in CA, must go through FFL. You can NOT meet face to face for a interstate transfer, must go through FFL.

      You cannot do a PPT with a resident of another state. In order for the transfer to be roster exempt, it has to PPT.

      So no, you cannot acquire this off roster handgun from a NV resident, unless the handgun is roster exempt (like a C&R handgun for instance).

      If it were on roster or it is roster exempt, of course he could drive here and transfer it to you face to face, using a CA FFL. However the FFL dealer would not process it as a PPT, it would be handled as a dealer transfer. As such, the roster DOES apply, and also the dealer can charge whatever fee he wants for the transfer.

        Thanks for your answers, I was aware that all gun transactions have to be made through an FFL. We would've met at my FFL but I guess that won't be happening since his handgun is off roster. thanks.
