I have a raw 80% and want to ship it to a friend in Virginia. The lower is not finished in any way. Is this legal? Is there an optimal way to ship it?

As long as you have not done anything to it. Once you start working on it, it becomes 'a firearm in the process of being manufactured' and then you could not ship it to your friend.Comment
