ar lower from non-ffl from out of state

so i have a chance to possible pick up an AR15 lower reciever from a gentlemen i know from another gun board. but he lives back east.

1. what red tape would he have to jump through to ship it to a local FFL.

2. since im under 21, for another 3 months, do i need to have him ship the receiver with the stock already attatched, and have my ffl install a BB of some type when it arrives.

Have him throw a buttstock on it so it can be DROSed as a rifle. He should be able to ship it straight to your FFL. It doesn't need a magazine lock until it is built as a centerfire rifle.
