80% AR Question

My local FFL informed me yesterday that possession of an "undocumented" completed 80% lower/AR is a crime. He believes that an 80 MUST be assigned a SN and registered with DOJ. I told him I believed he was incorrect. As of NOW possession of an 80 must be engraved with makers name, city, state, caliber and unique SN of the makers choosing. At this time, none of this need be reported to DOJ. Effective July 1, 2018, this all changes of course.

Who is correct?

I know people complain about the long waits on occasion, but the ONLY ffl that hasn't been spreading FUD while I was there is RifleGear.

The guy actually was accurate with his AR info, including 80, featureless, and pistol laws. There is one guy there that hesitates to answer stuff, but he doesn't

80% dont need to be engraved at all, once they are complete you have to have it engraved by july 2018, after jan 1 you have to apply to doj for a serial number up til then you can make up your own

It all kicks in on July 1 2018.
Jan 1 2019, you must apply for the SN prior to beginning the build.
Receivers serialized prior to July 1 2018 are good to go, receivers built but not serialized before July 1 must have DOJ numbers assigned.

I was close coke, but as of now 80% dont need anything. I believe NY has a proposed bill to treat 80% like firearms requiring a background check and ffl etc but nothing in CA.

They tried last year, AB1673 Gipson
It passed, but Brown vetoed it.

Expect it to reappear, if not this year, then when Brown is replaced in 2019
