    Purchasing bulk ammo in 2018

    Hey all,

Been out of the loop for a couple of years since I had to get rid of all my firearms and was occupied with other things. Now that I have decided to spend a little to pick up a new AR, I think I'm going to settle on a 6.5 grendel, and was hoping to be able to get Wolf ammo so I can hit the range without breaking the bank.

With the new law requiring out-of-state ammo shipments to go to FFLs, I was wondering if businesses have been preparing for this and how much they would likely charge. Also, where in the Bay Area or Sacramento would have a good selection of reasonably priced (by CA standards, at least) bulk ammo?

    Much appreciated!

I'm sure businesses are trying to prepare for it but it's hard to say how much more it'll cost. But you can definitely expect to pay more depending on supply/demand. If I were you, I'd stock up now as much as possible and not wait. Buying ammo in 2018 here will not be a fun process.

No problem for some......there is a new super highway being constructed, already named the "Copper Highway".

True that. Fortunately, due to the national GOP super-majority, I wouldn't expect too many people to be ammo hoarding outside of CA.

On another note, does anyone know how the process is going to work for getting and using the firearms purchasing license? Like I said, I've been out of the loop for a minute and CA just keeps piling on these dumb*** laws.

The law allows the FFL to charge all of $10 for handling a buyer's out-of-state ammo purchase. It will be interesting to see how many will agree to do so.

Buy the ammo from out of state this year. No sales tax.

Next year, buy reloading gear and powder.

            No such requirement.

Firearms Safety Certificate is effectively a "firearms purchasing license"

Same as the old Handgun Safety Certificate, $25, good for 5 years, must have one to take possession of a firearm.
Only difference is now it applies to rifles and shotguns as well as handguns.

With all due respect, neither the FSC (nor it's predecessor, the HSC) are licenses.

If they were, they would be called "licenses" and not "certificates".

Agreed... but it's the closest thing to what was being referenced.
You need one to buy a gun or accept a loan. There is little functional difference between "license", "permit", or "certificate" in this context, except that it is not required for continued possession after it expires.

A *LOT* of people (including my wife back in 2004) believe that California requires a gun owner to be "licensed"
Other states, including shall-issue states like Ohio, have it. Frankly, I'm surprised that this is something that has flown under the radar in Sacramento. Hawaii is far worse, requiring *approval* before each purchase.

A license is a special grant of immunity, issued by the state for a fee, to do something that is otherwise illegal.

No, you don't. I've never had one, and yet I have been able to purchase firearms in this state for over 45 years.

The OP raised the issue of ammo buying under new laws. If his concern remains ammo buying, and he is simply inquiring about the Prop 63 ammo purchaser license, that provision was overridden by statute. We simply won't know unless the OP returns to clarify the inquiry.

In the interim, it seems to only confuse the issue to change facts so the answer fits the speculated question.

I know this will be a lost effort, but....

Dictionaries are fine for general understanding of language.

Under laws, words have specific meanings.

If not, then why are there different terminologies?
-Why do we not have "Driver Certificates" instead of licenses?
-Why is there a "Learner's Permit" which can lead to a "Driver's License"?
--Why not a "Learner's License" or "Driver's Permit"?
-Why are Doctors and Nurses "licensed" to practice?
--A license permits them to practice, but permission to practice does not convey licensure.
-Why must contractors have licenses, but then obtain permits to build?
-I have a number of Certificates of Achievement, but they do not permit me to achieve; nor do I have free license to achieve.
-Why is there a Concealed Carry License, but a Firearms Safety Certificate?
--If I have a CCW license, I don't require an FSC for purchase.
--If I have an FSC, I am not licensed to carry concealed.

Under the law, the terms "license", "permit" and "certificate" appear to hold substantially different meanings.

(Taxes v. Fees. They are usually referred to as "User Fees" as they only apply to users. It's a relatively annoying bit of semantically voodoo, but fortunately is not relevant to this issue.)

                          Best.

New AR-15 - it's got to be featureless - google it.
Ammo can still be purchased on-line through o/a 22 Dec 2017 and shipped to your home - has to arrive at your house before 1 Jan 2018. SGAmmo.com has 6.5 Grendel as do others.

You have been out of the loop for awhile.

And regardless what others say you don't need a license to purchase a firearm in this State but do need a Firearm Safety Certificate unless you're exempt from that requirement if your military, retired military or LEO, et al.

You could start stocking up now....but, given your location, you might not want to keep a stock pile of ammo since if you are like the majority of those living in SF ....reside in apartments, flats, condos.
You could buy at the gun show. But, you would not want end up waiting a hour in a long line at bulk seller at the show, only to find out when you turn came, sold out of what you are hoping to buy.
If you had a C&R (O3 FFL) & COE, you would qualify for an exemption in regard ammo shipments having to go FFLs. But, It's likely not worth it to go through the expense & paper work if you don't currently have a 03FFL & COE...
