I have heard it both ways about certain laws but I have a friend that says his home is being cased, there's been 4 or 5 sightings of these 2 black guys parked down the block from my friends home, they sit in their car and have no business being there, as early as 5AM and as late as 6PM, they have also been asking the kids in the neighborhood about my friends house, who lives there, how many people live there, how many cars do they own, questions like that, anyway understandably making my friend really concerned about his family's well being, now the question is, is it legal for me to loan him one of my firearms for his family protection? He's legal to own a gun and is planning on buying one but until he does can I loan him one to protect his family or is that against the law? I know there's guys on here that know the law so what do you say? Can I loan him a gun? Thanks in advance for your time!

Ya, call the cops. They would cruise over. After my car got broken into and stuff stolen, I called the non emergency number for the sheriff and reported any weird people just sitting in their car who doesn't belong on our quiet street. What do you mean "he is planning on having one"? If he thinks he need a firearm to protect his family, he should have bought one yesterday, if he is not mentally ready to own a firearm, you shouldn't loan him one.
What I would do-
Immediately-motion activated flood lights, alarm, dog, firearm/and training how to use one/.

The question is not whether it's legal to loan someone a gun; the question is...is it wise. It's incredibly foolish (unless you're both at the range & he wants to try your gun out.) You could be on the hook for whatever happens.

Both extremely sound advice. If he misuse your firearm you can be liable. Tell him to call the cops, I do all the time in my neighborhood, 45 minutes tops and they are gone.
My brother's neighborhood had several houses broken into recently. 2 Days ago while my Sister-In-Law was home somebody in uniform similar to SJPD was rattling her screen window. and when she peeked through the window to check the perp left. She was to nervous get a good look at the perp but didn't call the police either.
I know how careless my brother is about keeping things out of reach of his 3 young sons so I didn't even offer to loan him one of my firearm. My brother and sister-in-law has never shot a gun before so that adds to the no loan criteria. Sometimes you just have to be wise about protecting yourself.

I deleted my first part of this post do to my misunderstanding of the OP . I totally read the first part wrong . oops
Many moons ago I was doing security for a bank . There was a guy in a truck circling the parking lot every 10 min . I then noticed him parked across the street watching the bank or what looked like watching the bank . Next thing I know he speeds into the parking lot and almost skids sideways to a stop about 15 cars from the front door . He jumps out and pulls a crane like arm out from a concealed area of the bed . Then hooks up one of the cars in the parking lot and is gone in about 1 min . I called the cops and they said I was a repo agent seizing the vehicle for a lender .
So keeping that kind of thing in mind . Do you really want to give your gun to your buddy so he can shoot the repo guys lawfully impounding the car ? I would loan a firearm to a friend but it would have to be crystal clear why they needed one and although I say that . Call that in as suspicious behavior. We react to that. A unit will come by and do a "welfare check" on the unusual vehicle/occupants... then either send them on their way or the fun will begin.Comment

My wife noticed a beat up car with a big white guy sitting on our street a couple of times after I had gone to work. I went in late one day and there he was. I pulled up to his window and let him know I didn't recognize him and if I could help with anything. He was wearing a dirty wife beater, his car was FULL of junk and he wouldn't look at me in the eye.
He said he was waiting for a friend to get off of work, but I don't know where he would have sat in the car as there was no room. I asked if his friend lived on my street and he said no.
Okay I said and drove off. I went and got a cup of coffee and returned about ten minutes later. He was gone and we never saw him again.
Sometimes all it takes is some contact so they know that they are being watched or are at least noticed. He may have been totally innocent, but it really didn't feel right.
Anyway, your situation sounds different, but I wouldn't give your friend a gun. Just go say you've seen them hanging around, can you help them with anything.The thief does not come except to steal, and to kill, and to destroy. I was all ready to get indignant until I got to that part. But still, it could be P.I.s or even cops who don't know if their subject lives there, etc, or yes it could nefarious ne'er-do-wells. Having worked in the biz, I seriously doubt it's any form of repossesor. I wouldn't make contact, but I'd try to get some pics, and I would call the cops. Depends on your particular circumstances whether they'd send somebody out or threaten to report you to the feds for being a racist.

Depending on the friend, his read on the situation and such, I might ask him to let me visit for a while, bringing with me all the rights that I have left in this state.
Come to think of it, shady types have been abusing the adoption process for many years; I wonder if you could file some papers to adopt a friend and therefore be able to loan them a firearm?I meant, it is my opinion that...
