Delay in transfer

Hello I was hoping to get some insight on my current transfer situation. I've been searching for a while and couldn't find anything that pertains to my situation. I live in California and recently inherited 3 handguns from my grandfather. 2 revolvers and a 1911. After getting screwed pretty good by the dealer in new Jersey where guns came from they finally made it to California. All three are "off roster" and guns but we're excempt due to them coming from deceased direct relative. I provided all paperwork needed to legally transfer them to myself. I was able to transfer all 3 under 1 dros. After 10 day period I came to pick up and they informed me there was a delay. 2 days later the 1911 is now cleared and I have possession. The 2 revolvers are still delayed and 30 days is up today. Local ffl here in temecula is telling me I have to resubmit dros and pay fees again to continue process. Along with another 10 day waiting period. Now my questions. Is a second fee legitimate and why would only one of 3 guns on a background check pass after a delay. I'm more or less just wanting to make sure this ffl isn't taking advantage of me. Hope this is the correct forum...... thanks

Was there a will? If going through an FFL you can only transfer 1 handgun every 30 days. I think you can just take possession depending how his will was set up.

Your dealer sounds stupid. Everyone knows you can only transfer 1 handgun every 30 days. You would think an FFL would know this.

if these were new handguns. Used or gifts shouldn't be subject to 1 in 30 as they are also exempt from the roster IIRC.

You were federally exempt from the FFL requirement since this was an inheritance

Those guns could have been sent to you and you could have self registered them

Note: You needed to be the actual person who inherited these guns. This would not apply to Mom or Dad getting them and passing them on to you after THEY INHERITED THEM and simply wanted you to have them after the fact.

guns were left specifically to myself. Will has my full name along with make, model, caliber and serial number of all three handguns

If thats the case, you were exempt from the federal law that requires the use of an FFL from an out of state transfer. Since the guns were in fact sent to an FFL, you missed that window and must adhere to the process unless you want to send them back to where they came from and start over.
