Does a bare lower meet the definition of assault weapon somehow?

Turner's current ad, (1/13/17-1/19/17) has a Ruger stripped lower featured on sale.
            Then said He unto them...
"and he that hath no 1911 designed by my servant John Moses Browning,
let him sell his garment and buy one."
And they said, "Lord, behold, here are two Glocks."
And He said unto them, "Meh, it's a good start."

            Luke 22:36-38 (somewhat paraphrased)

You can't register a lower as an assault weapon, why would we not be able to sell/purchase them?

Also lowers can be built featureless, rimfire, and or with an AR Maglock to avoid AW reg.

There was a lot of fudd spread around during the last couple months....

A receiver can still be used to legally make a:
                A. featureless semi-auto centerfire rifle
                B. semi-auto centerfire rifle with a fixed magazine
                C. manually operated rifle
                D. single-shot rifle
                E. rimfire rifle
                F. semi-auto shotgun with a fixed magazine
                G. manually operated shotgun
                H. single-shot shotgun
