Friend of mine has a completed lower, not stripped and did not buy it as a stripped but a complete lower with a bullet button on it, but does not have the upper for it yet.
I've seen some people mention that the firearm has to be complete before January 1, 2017 to be able to be registered as a RAW.
Can he put an upper on it sometime this year and still register it? He ordered an upper back in December but it hasn't come in yet.
Is a complete lower with a bullet button by definition technically a "Firearm"?
He asks because if something ever happens and they ask for proof of purchase of the upper prior to 2017 and he can't provide it, will this be a problem for him?
He has no other ar-15 uppers to say that they were on the gun beforehand.
All these questions are of course in complying with the new sb880.
