i believe since reseda is inside LA City limits, there is a city ban on selling pistols under a certain length.

and to OP, turners might be playing it safe with the sale ads since those are decided weeks/months in advance. same with ammo bros. their weekly ad is just as plain as turners.

they might have featureless rifles in store not on the ads. have you gone in to check?

Turners can only sell what vendors provide. I believe that to sell featureless they would have had to convert their inventory before 1-1-17 and they would have changed their FFL to 07 (manufacturer).
